How revenues can be raised efficiently and how good governance is practiced through financial management were the key sharing points in Valenzuela City’s hosted seminar for Municipality of Taraka, Province of Lanao del Sur, dubbed as, “Learning Resource Generation and Management from One Another.”
 
Municipality of Taraka Mayor, Atty. Amenodin “Odin” Sumagayan, signed the monumental sisterhood agreement with Valenzuela City Mayor Sherwin T. Gatchalian last May 15, 2012, to earmark the essence of his group’s four-day Lakbay Aral in the National Capital Region (NCR), as witness by their Municipal Councilors, Punong Barangays and his first lady, Professor Areefa Gandamra Sumagayan.
 
The provision of the sisterhood agreement stressed the promotion and expansion of mutually beneficial cooperation for development to foster meaningful and technical exchange for sustainable development. The seminar successfully complimented and embellished the visitors’ over-all agenda to gather pertinent strategies that they could bring and implement to their home town.
 
“There is no monopoly of good ideas,” according to Mayor WIN. He shared how Valenzuela City was inspired by the Local Government Performance Management System (LGPMS) coined by the Department of Interior and Local Government (DILG) to continue its stance against graft and corruption through reinforcing change in employee culture and elevating leadership stature by good example.
 
“These salient undertakings resulted speedy revenue generation and more accessible service delivery to the residents of the city,“ he added.
 
Four (4) highly credible resource speakers were also invited in the event to share and tackle the educational system in Valenzuela City. They were Ms. Dorothy Evangelista, Officer-in-Charge of the City Social Welfare and Development Office (CSWDO), Mr. Baltazar M. Gayem, DepEd Valenzuela City’s Program Supervisor of Alternative Learning System (ALS), Dr. Nedena Torralba, President of the Pamantasan ng Lungsod ng Valenzuela (PLV), and Councilor Lorie Natividad-Borja, Project Manager of “WIN ang Edukasyon” Program. The discussion points covered Valenzuela’s thrust on early childhood development, out-of-school youth education, tertiary education, and the 8 Components of “WIN and Edukasyon” Program.
 
Mayor WIN handed Mayor Odin sample workbooks in Math and English that were developed carefully by selected educational consultants in the city. Mayor WIN considers these instructional materials an innovative product which allowed the local government to save funds on text books. The mass production of workbooks slashed its unit cost from Php350 to Php50. A total of 446,562 workbooks have been given away to elementary students from SY2008-2009 to SY2011-2012.
 
Denoting oneness with Mayor WIN’s service-oriented advocacies, the Taraka chief executive mentioned the municipality’s venture with Zuellig Family Foundation’s Community Health Partnership Program (CHPP) to reduce the mortality rate of mothers and infants in their locality. The project manifests his noble initiative and commitment to improve the quality of local health leadership in ARMM.
 
Upholding the same principle, birthing centers are programmed to mushroom in Valenzuela City this year as one of the flagship projects of the City Development Council (CDC) chaired by Mayor WIN.

Dr. Milwida “Nene” M. Guevara, President and CEO of the Synergeia Foundation, Inc., and an active partner in the development and improvement of education system in the city synthesized the twinning seminar by urging Mayor WIN to articulate his “advise” to Valenzuela’s new sister-municipality. “Governance starts from the leader and those at the grassroots should not view the programs and services through the lens of politics to initiate consistent reforms,” ending her message with a great challenge.
