Deep-rooted to help fellow Filipinos who are affected and devastated by the effects of Typhoon Ulysses, Valenzuela City’s VC Cares Plus Program works yet again to help its friends in Isabela and Cagayan by extending a PhP 4,000,000 Million assistance as a starting means for recovery of the provinces.  

The 8th City Council of the City Government of Valenzuela passed Resolution No. 1882, Series of 2020, last November 16 authorizing Mayor REX Gatchalian to release the amount from the General Fund to Typhoon Ulysses victims which are as follows:

1. Province of Cagayan – Total of PhP 2,200,000 worth of rice

  • Provincial Government of Cagayan – PhP 700,000 worth of rice
  • Municipal Government of Tuguegarao – PhP 500,000 worth of rice
  • Municipal Government of Aparri - PhP 200,000 worth of rice
  • Municipal Government of Enrile - PhP 300,000 worth of rice
  • Municipal Government of Solana - PhP 300,000 worth of rice
  • Municipal Government of Amulong - PhP 200,000 worth of rice

2. Province of Isabela – Total of PhP 1,800,000 cash

  • Provincial Government of Isabela – PhP 700,000 cash
  • Municipal Government of Cabagan – PhP 300,000 cash
  • Municipal Government of Ilagan – PhP 500,000 cash
  • Municipal Government of Tumauini - PhP 300,000 cash

Total of PhP 4,000,000 Million

While the nation is still reeling from the damage brought by Super Typhoon Rolly, Typhoon Ulysses, the Philippines’ 21st tropical cyclone, is believed to hit Luzon the hardest. The typhoon made a landfall late night Wednesday of November 11, and by Thursday, November 12, Metro Manila and the rest of Luzon felt the destructive winds and torrential rainfall of Typhoon Ulysses overnight.

Widespread flooding was reported in the provinces of Cagayan and Isabela. In a short span of time, submerged houses were reported and residents immediately cried for help to be rescued, causing a massive social media campaign by Friday night, November 13.

Flooding was made worse as days passed by the continued release of water impounded by the Magat Dam that opened seven (7) gates and discharged around 6,244 cubic meters of water per second along the border of Isabela and Ifugao provinces.

Typhoon Ulysses destroyed thousands of homes and left swathes of the island region flooded. As of November 19, the National Disaster Risk Reduction and Management Council (NDRRMC) have recorded PhP 4 Billion worth of agricultural damages -- submerging rice fields in the provinces, along with PhP 6 Billion worth of infrastructure damages and 73 validated deaths.

Isabela and Cagayan were also placed under State of Calamity.

With the continuous mission of the VC Cares Plus Program, Valenzuela City will be extending assistance in kind and in cash to the provinces of Cagayan and Isabela.

Recently, the City Government of Valenzuela provided PhP 6 Million financial assistance to the victims of Super Typhoon Rolly in some cities and municipalities of the provinces of Albay, Camarines Sur, and Catanduanes last November 15.

The City Social Welfare and Development Office (CSWDO), Vice Mayor Lorie Natividad-Borja, District 1 Councilor Rovin Feliciano,  and Senator WIN Gatchalian will be handing out the assistance to the provinces of Isabela and Cagayan this weekend.
