Valenzuela City Mayor REX Gatchalian gathered the big names from the business sector, financial industries, partner-agencies and national and local governments at the Marco Polo Ortigas Manila for the official launch of "Paspas Permit," the country’s first 10-second online business permit application system, on November 12, 2019.

"You don't have to fall in line anymore in City Hall. We want you to actually go online and do your business permits and process it at the convenience of your offices or your homes," Mayor REX said in his speech during the launch.

According to Mayor REX, starting November 13, business permit applicants in the city will be able to register, process, renew and pay provisional permits online in just 10 seconds after confirmation of payment, then their actual business plates will be delivered at their doorstep through Grab Philippines' GrabExpress or through Worldwide Express Delivery.

Paspas Permit, Mayor REX said, is the country's fastest permit system at present and also the country's only end-to-end online permit payment system for a local government.
