"Mayor Win Welcomes New VCPS Chief of Police"

Valenzuela City Mayor Sherwin T. Gatchalian described the City Government’s relationship with the Valenzuela City Police Station and its officers and members in one word – Partnership.

In a ceremony held in the morning of January 7, 2008 at Valenzuela City Convention Center, Mayor Win bids farewell to his peace and safety-keeping partner for more than three years VCPS Out-going Chief of Police P/SRSUPT Billy B. Beltran.

He reiterated, “Col. Billy did admirably well to protect the welfare of the Valenzuelanos and we expect the same from the new Chief of Police P/SRSUPT Ranier Q. Idio. He was chosen by the higher-ranking PNP officers based on his qualifications that’s why we know that he too can serve us diligently. He, in return can be rest assured that he’ll have the full support the City Government has accorded his predecessor. We welcome him with open arms for a partnership towards a more peaceful, safer and more progressive City of Valenzuela.”

Col. Beltran, in his ever cheerful manner thanked in his well-applauded farewell speech everyone in Valenzuela City, from the City Government officials to businessmen down to the kamineros. “They all helped me fulfill my duty. Without their help, I could’ve done nothing.”

Now that he soared a rank higher and will hold office in Camp Capinpin in Taguig City, Mayor Win said, “Col. Billy will be leaving Valenzuela but he will forever be a friend. A friend to the City of Valenzuela and its people who will be forever grateful for what he has accomplished for the city.”

New Valenzuela City Police Station Chief of Police P/SRSUPT Ranier Q. Idio quoted what Mayor Win said during his courtesy call, “the glitch of VCPS is not actually the personnel but their disposition and deployment must be properly managed.”

He thanked Mayor Win for the trust bestowed upon him. He said, “I will take his advice seriously and I assure the Valenzuelanos that I will do my best to equal what Col. Beltran has done for Valenzuela City Police Station.”

Northern Police District Director P/CSUPT Pedro U. Tango commended Col. Beltran and takes into account that the year 2007 was a success for VCPS under his leadership. “There was no robbery and bombing in the city last year. An indication of Mayor Win and Col. Billy’s efforts to safeguard peace and order was effective.”

Apart from the plaque of appreciation given by Valenzuela City Mayor Win Gatchalian and the City Government for his steadfast dedication, courage and vigilance and his effort in guiding the City of Valenzuela towards fulfilling its vision of safe, peaceful and orderly center of trade and industry thereby spurring its continued growth and development as a major economic center in the North of NCR, he was also presented Medalya ng Kasanayan (PNP Efficiency Medal) for the effective handling of Valenzuela City Police Station for almost four years.
