Valenzuela City is one of the local government units selected by the National Economic Research and Business Assistance Center in Central Luzon (NERBAC-CL) for their local study mission on the implementation of the nationwide Business Permits and Licensing System (BPLS) Program, to expedite the process of business formation and to encourage the growth of entrepreneurship in the region.
NERBAC-CL is a partnership of mandatory agencies relevant to the business registration process. It is composed of selected local government units (LGUs) and regional offices of the Department of Trade and Industry (DTI), Bureau of Internal Revenue (BIR), Philippine Health Insurance Corporation (PHIC), Social Security System (SSS), Home Development Mutual Fund (HDMF), and Cooperative Development Authority (CDA).
Mayor REX Gatchalian shared his view during the visit today, August 30, that, “It is crucial for governmental agencies to collaborate and share best practices with each other for our nation to progress at a faster pace. I am deeply honored of this particular visit for it tells me that Valenzuela City has something significant to share for the economic development of our LGU counterparts in Central Luzon.”
Republic Act No. 7470 of 1992, otherwise known as the NERBAC Law, was created to provide a one-stop action center for the facilitation of the processing and documentation of all paper requirements necessary for the establishment of a business enterprise in the country.
The delegates, together with their heads of mission, Senior Trade and Industry Development Specialist of Nueva Ecija DTI, Mr. Jewel Manzano, and Business Permits and License Office (BPLO) Head of Marilao, Mr. Arman Cruz, were presented of Valenzuela City’s 3S (Simple, Speed and Service Excellence) in Public Service Program.
3S is Valenzuela City’s anti-graft and corruption platform to guarantee transparency and good governance. It was awarded by the Galing Pook Foundation as one of 2012 Ten Outstanding Local Government Programs in the country for innovation and excellence in local governance.
Valenzuela City also received the 2012 Most Business-Friendly Local Government Unit Award - Highly Urbanized City Category from the Philippine Chamber of Commerce and Industry (PCCI) for its outstanding efforts in instituting good governance reforms to promote trade and investment not only for the benefit of the business community, but of the wide constituency, ensuring transparency and accountability.
The members of Valenzuela City’s management team who were presenters during the study tour were BPLO Head, Atty. Renchi Padayao, in-charge of office (ICO)-City Treasurer, Adelia E. Soriano, and City Information Technology Office Head, Mr. Randy Sison.
