The City Social Welfare and Development Office’s (CSWDO) organized mechanism of implementing national government policies and programs earned them two citations from the Department of Social Welfare and Development (DSWD).
 
“Highest Compliance Verification Rate for 2013” and “Best in Rapid Evacuation Center Assessment” are the accolades received by CSWDO during the 10th Convergence Caravan activity of DSWD dubbed as, “Sama-sama sa pagtugon sa Panibagong Hamon,” held at Valenzuela City Astrodome on April 4.
 
Valenzuela City earned an average of 94% on DSWD’s Compliance Verification Rate, the highest score of any local government unit in the National Capital Region (NCR). This is indicative of the number of Valenzuelano-beneficiaries who are adherent to all the requirements set by DSWD for them to avail of set privileges.
 
DSWD also noticed Valenzuela City’s efficient manpower management which enabled them to quickly relay important statistics during times of typhoons, hence the recognition for “Best in Rapid Evacuation Center Assessment.” This translates to faster delivery of assistance from the national government during times of calamities.
 
Apart from bestowing recognition to the city government’s exemplary practices, the Convergence Caravan is aimed at showcasing local government programs that are relevant with the DSWD’s Pantawid Pamilyang Pilipino Program(4Ps).
 
4Ps is a human development program of the national government that invests in the health and education of poor households, particularly of children aged 0-18 years old. It provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program.
 
Mayor REX Gatchalian shared in his speech the counterpart projects of 4Ps in Valenzuela City: (1) the barangay-based feeding program, (2) the free implanon insertion program, and (3) the ValenzuelaTrabaho local job-matching website.
 
The citywide barangay-based feeding program is intended to provide nutritional support for children aged six months to four years old. Parents of beneficiaries are required to attend parenting classes for them to stay in the program. They are also obliged to be at their respective barangay health stations twice a month to have the weight of their children tracked, and at the same time get their ration.
 
The free implanon insertion on the other hand is Valenzuela City’s way of promoting family planning to curb poverty. Implanon is a single-rod subdermal, long-acting reversible contraceptive that is inserted just under the skin of a woman's upper arm and contains etonogestrel. Women who avail of this free medical service will not get pregnant within three years, unless they would decide to have the implanon removed for them to conceive.
 
The last program tackled by Mayor REX is ValenzuelaTrabaho. The City Government of Valenzuela is the first local government in the Philippines to create a job-matching website for its constituents to get employment faster. Valenzuela City residents simply need to log on at valenzuelatrabaho.gov.ph for them to register.
 
These programs form part of the service caravan which also featured DSWD’s awarding of Self-Employment Assistance – Kaunlaran (SEA-K) checks; CSWDO’s turn-over of (a) financial assistance and Taho vendingmaterials, and (b) pedicabs; and Center for Health Development – NCR’s turn-over of anti-rabies vials to Valenzuela City health Office.
 
Public services made available during the one-day event also include job fair, trade fair, SSS assistance and registration services, skills demonstration on food carving, free seeds distribution, Domestic Workers Law orientation, family planning seminar and free implanon insertion, lecture on safe drinking water, free haircut, and display of SEA-K products to the public.
 
4Ps operates in 79 provinces covering 1484 municipalities and 143 cities in all 17 regions nationwide.
